Assessment Testing Policies

The Texas Higher Education Coordinating Board, in compliance with state legislative action, requires that all students must be tested before taking courses at a public community college, public technical college, or public university in Texas.  It is not an admissions test. You MUST take the Texas Academic Skills Program Test/Assessments unless you qualify for an exemptions such as those listed below:

What is Accuplacer™?

Accuplacer™ is a computerized, untimed test of reading, math, and writing and includes a timed writing sample.  This test is given Monday through Friday and is approved as an alternative assessment to Texas Academic Skills Program.  (See an advisor for details.)

What is TASP*?

The TASP Test is a five-hour, paper-and-pencil test of reading, math, and writing skills and includes a writing sample.  The cost is approximately $29.  The Quick TASP Test, which is the same test as the regular TASP Test, is given throughout the semester.  Please check with the Advising Center, Room S113, for these dates and for Quick TASP Test registration information.  The regular TASP test is given on dates specified by the state of Texas.  Check the Academic Calendar on Page 3 for these dates, or pick up a TASP bulletin for details.

Instructional Testing

Instructional tests are assigned by your instructor.

Assessment Testing

Assessment tests are used by advisors to make class recommendations during registration.

A picture identification will be required before any test is given.  Bring your student I.D.  or any other official picture I.D.  If you do not have a driver’s license, a picture I.D. card can be obtained from Texas Department of Public Safety Drivers License Examination Station.

To receive a test, give the Testing Center examiner the following:

  1. course name, number and section number;                       
  2. test number or name;                       
  3. instructor’s name;                       
  4. permission slip, if required by instructor.

Residency Requirements & Tuition

NOTE:  Residency changes will NOT be made after the 12th class date.

The amount of tuition you are charged is based upon your residency classification.  It is the responsibility of the Admissions Office to determine your residency classification based on the information you submit.  Your residency classification will be established in accordance with the Rules and Regulations of the Coordinating Board of the Texas College and University System and the policies of Brookhaven College/Dallas County Community College District and the DCCCD Board of Trustees.

Texas Residency (In-State)

In compliance with the requirements of the Texas State Auditor’s Office, to establish Texas residency all applicants to state supported schools MUST supply documentation which proves residency in Texas for at least 12 months prior to registration.  This information is necessary even though you may never have lived outside the State of Texas or may have lived in Texas for many years.  All claims of in-state-residency must be documented in writing.  Verbal/self-reported information is NOT accepted.  Therefore, one or more of the following items must be submitted with your application if you claim in-state status:

  1. A letter from your employer(s) on company letterhead, verifying employment in Texas for at least 12 months prior to registration.
  2. A copy of a lease agreement IN YOUR NAME which covers at least 12 months prior to registration.
  3. A copy of your transcript from a Texas high school showing attendance or graduation for the past 12 months;
  4. Canceled checks, bank statements, or utility bills IN YOUR NAME covering each of the 12 months prior to registration.
  5. Other documents that would prove residency in Texas for at least 12 months prior to registration.

Permanent Resident

If you are a foreign national who has been granted Permanent Resident Status and you have had your resident status for at least 12 months you should follow the steps above to establish state residency.  A copy of your resident card MUST be submitted with your application.

MINOR/DEPENDENT of a Texas Resident

If you are a minor, or are claimed as a dependent on your parent/legal guardian’s federal income tax, you may provide the information listed above in their name.  You must include a copy of the most recent federal income tax filed listing you as a dependent.

COUNTY RESIDENCY (In-District)

Once your in-state residency status is established, your classification as in-district (Dallas County resident) of out-of-district is based on where you actually reside.  The boundaries of Dallas County are the boundaries of the Dallas County Community College District.

If you are classified as a Texas (in-state) resident (see column #1 in the tuition schedule) and you reside in Dallas County, you are eligible for the in-district tuition rate. If you meet in-state requirements but reside outside Dallas County, you will pay the out-of-district tuition rate.

To establish in-district residency

You must present a permanent Texas Driver’s License in your name showing your correct Dallas County address or two of the following:

  1. A current lease agreement in your name at and your correct Dallas County address.
  2. A current Texas Voter Registration Card listing your correct Dallas County address.
  3. A current automobile registration showing your correct Dallas County address.
  4. Printed checks showing your correct Dallas county address.
  5. Business or official correspondence at your correct Dallas County address. (i.e. utility bills, telephone bills, billing statements from department stores or credit card agencies, etc.)
  6. A letter from your employer ( on company letterhead) verifying your correct Dallas County address according to their current records.

* Be aware that Dallas County limits and Dallas City limits ARE NOT the same.  It is entirely possible to live outside Dallas County yet still have a Dallas City address.
