Safety and technical training skills for field operations personnel.


Lehigh Hanson is one of the largest construction materials companies in North America, producing cement, aggregates, ready mixed concrete and more at hundreds of sites in the United States and Canada. The company is part of the HeidelbergCement Group, the global market leader in aggregates and a prominent player in the fields of cement, concrete and other downstream activities.

Goal and Target Population

Lehigh Hanson partnered with Cedar Valley to provide safety and technical training for field operations personnel in English and Spanish.


Funding was provided by a Texas Workforce Commission Skills Development Fund grant with an emphasis in construction, given the company’s product line.


Course titles in welding, medic first aid, hydraulics and pneumatics troubleshooting, mechanical maintenance troubleshooting, rough terrain forklift, Aerial Man Lift, CPR, and Occupational Safety and Health Administration (OSHA) 10 and 30 compliance were provided over a 13-month period.

Challenges and Solutions

A statewide manufacturing environment presents many opportunities and many constraints around matters such as shift work, class schedules, participant numbers and regional partnerships. Cedar Valley and Lehigh Hanson worked together closely to create training options designed to blend with operating demands while meeting training requirements under the grant.

Success Strategies and Outcomes

The magnitude of offering training to all state of Texas employees in a manufacturing setting requires “out-of-the-box” thinking, asking lots of questions and being open to possibilities. A continuous process of sharing information, then asking questions, helped grow partnerships and find ways to utilize grant dollars without impacting operations and ensured grant dollars were allocated as defined.

Creating and then growing relationships required continuous improvements in communications, data gathering processes and general organization. All parties — field management, administrative and operations personnel, strategic partners, Cedar Valley’s grant administrator and course participants —were critical to the success of the grant partnership overall. Efforts from these groups created successful training, a sense of accomplishment and a model for future endeavors.
