Rules and Regulations that affect the Emergency Medical Services Program

Health Insurance Portability & Accountability Act, HIPAA

  1. The Brookhaven College EMS Program, and all clinical sites used, comply with the Federal Department of Health and Human Services HIPAA Rule, effective 1996, which can be found on the Internet at
  2. The pertinent portions of this act provide for the protection of the privacy of all patient information and data with which students may come into contact.
  3. In essence, to comply with HIPAA, students should refrain from discussing patient care in any means that may allow for the identification of a particular patient.

Brookhaven College EMS Program Completion and Attendance Policies

  1. Completion Time-Limit Rules:
    1. TDSHS Rule 25 TAC 157.33 addresses time limits for completion of EMS courses and certifications.
    2. Candidates must complete all requirements for certification no later than one year after their initial course completion date.
    3. A candidate who does not complete all requirements for certification within one year of the candidate’s initial course completion date must complete another initial course to obtain the certification.

  2. The Brookhaven College EMS Program has set specific completion guidelines:
    1. Students must complete all associated clinical experiences, hospital and MICU, within the designated time for their class.
      • For Paramedics it is 45 days from the last day in the classroom.
      • For EMT-B it is 20 days from the last day in the classroom.
    2. Tardiness is defined as arriving at the designated class meeting location after 15 minutes from the designated start/meet time. Each tardiness event will count as four hours of absence, to be charged toward the maximum allowed absence time for the program.
      • It should be noted and understood that tardiness is not allowed under any circumstance at a clinical or MICU internship site. A tardiness-event will be considered an unexcused absence and may jeopardize the student’s ability to successfully complete the EMS program. All required clinical rotations and MICU internships must be satisfactorily completed and documented to remain in the program.
      • Excused absences, tardiness:
        • The only allowed excuses are for serious medical conditions, motor vehicle accidents and death of a family member.
        • Students will have to provide documentation for said occurrences to be afforded the excused absence.
        • There will be no make-up, re-test, etc. due to un-excused absences/tardiness.
        • Excused absences/tardiness from a clinical/internship site will be added on to the student’s current clinical/internship schedule.
        • Unexcused absences/tardiness from/at a clinical/internship site will cause the student to repeat that entire clinical course. In these circumstances the student will be dropped from the course by the clinical coordinator who will then assign a “WF”.

  3. BHC and DSHS requirements for completion:
    • Successfully complete a drug-screen test at student’s expense.
    • Successfully pass a criminal background report at student’s expense.
    • Show proficiency in all the required psychomotor skills.
    • Complete a written assessment of didactic knowledge.
    • Complete the National Registry of EMT testing requirements.
    • Be personally responsible for any delay or denial of the DSHS or NREMT application for certification due to a criminal offense or any other information that would prohibit or delay certification.
    • Be responsible for maintaining BCLS CPR current throughout the entire program. Failure to do so will result in immediate dismissal.
    • Paramedic students are required to maintain, at a minimum, a valid State of Texas EMT-B certificate.
  4. PHTLS, PEPP, AMLS, GEMS and ACLS certifications will only be issued to those students who have successfully completed the entire paramedic program.
